Morocco Unveils Plan to Overhaul Urban Transport Management

Abdelouafi Laftit, Minister of the Interior, is working to implement a new model for managing urban transport, in order to reorganize the sector and ensure its more rational functioning.
Lightening the financial burdens borne by local authorities while guaranteeing the continuity and improvement of the public service. This is the scope of the reform of the sector (2025-2029) based on a clear distinction between investment in infrastructure and the daily operation of services. This transformation will only be possible through a partnership between the Ministry of the Interior, the local authorities and several public and parapublic institutions. Based on increased cooperation, "this approach aims to pool resources and establish more rigorous governance of the sector". Thus, it is a question of equipping the cities with the necessary equipment while ensuring effective monitoring of their operation.
With a total cost of nearly 11 billion dirhams, this project includes the operation of buses, the development and equipment of stations, the installation of smart terminals, the implementation of a centralized ticketing management system as well as the development of maintenance and maintenance infrastructure, but also the improvement of accessibility and the integration of digital solutions to streamline traffic and facilitate the use of public transport.
The management of this system will be entrusted to 37 delegating authorities. They will be responsible for supervising the operations and ensuring compliance with the contractual commitments made by the operators. The Ministry of the Interior will be responsible for the acquisition of the new vehicles. The delegating authorities will have to retain a margin of maneuver in the choice of operators and the definition of the operating methods.
