Morocco Tightens Oversight as Foreign Funding to Charities Tops 315 Million Dirhams

The amounts allocated to charitable associations by foreign partners amounted to more than 315 million dirhams this year, according to official data from the General Secretariat of the Government. The management of these funds is a concern for the Executive, which now requires rigorous monitoring.
These associations are becoming more and more numerous. According to official figures from the Government Secretariat, a total of 724 permits from 200 associations have benefited from an external subsidy of more than 315 million dirhams.
According to the same source, 19 authorizations have been granted to associations of public utility and socio-economic projects.
At the origin of these licenses, a royal decision aimed at channeling public charitable operations and the distribution of aid to populations in need. According to the Government Secretariat, the King would have required the implementation of legal measures in this context.
To this end, the General Secretariat of the Government is preparing to overhaul the legislative and regulatory texts on collective actions. This initiative aims to harmonize them further in accordance with the constitutional provisions.
Pending validation by the deputies, the Executive has taken steps to establish the legal framework with the bodies responsible for their regulation at the national and international levels.
According to the same source, these legal provisions mainly concern the draft law on the regulation of public fundraising and the distribution of assistance to charitable works.
