Morocco Tightens Export Controls on Copper and Aluminum

In Morocco, the export of copper and aluminum is now subject to new rules enacted by the Customs and Indirect Tax Administration (ADII).
In a circular dated May 5, the ADII notified the implementation of these new rules, in accordance with Order No. 693.25 of the Ministry of Industry and Trade dated March 13, 2025, published in the Official Bulletin No. 7398 of April 24, 2025.
Thus, the export of raw copper and aluminum ingots, falling under tariff headings EX 7403.19.00.00, EX 7403.22.00.00, EX 7403.29.00.00 for copper, and EX 7601.10.00.00, EX 7601.20.00.00 for aluminum, is authorized. The measure will remain in effect for a period of two years from the date of publication of the order.
This new regulation complements those established in Order No. 1308-94 of April 19, 1994, which establishes the list of export products subject to restrictions, as well as List II annexed to the circular of July 21, 1994, and Annex VII.02 of the Customs Regulations for Import and Export (RDII).
The measure aims to regulate the export of metallurgical resources in a context marked by an increasing scarcity of high value-added industrial inputs.
