Morocco: Taxis are going to change

In response to a parliamentary question from the Democratic Confederation of Labor, Abdelouafi Laftit affirmed his ministry’s commitment to qualifying this profession. The provincial authorities are applying a roadmap developed jointly with the unions. This dynamic has made it possible to update the decrees governing the operating conditions, the characteristics of the vehicles, and the required behavior of the drivers.

The cleaning up of contractual relationships is a priority to remove intermediaries. Since 2022, the operation of licenses has been strictly reserved for professionals, blocking any new contracts with outside investors. The number of licenses that can be operated by a single person is now limited, while secure local registers ensure access to the profession for qualified drivers.

To improve the user experience, the police have intensified checks on the roads. Strict compliance with the official pricing is imposed. The minister stressed the importance of "repressing all practices contrary to laws and regulations" and curbing clandestine transportation, a real unfair competition for the profession.

The social integration of workers is accelerating through the obligation to join the National Social Security Fund, guaranteeing medical coverage for families. On the administrative side, Abdelouafi Laftit announced a large-scale census operation scheduled from January to June 2026. The old trust licenses will be replaced by "smart and secure electronic cards" valid for five years.

Aware of the persistent obstacles in the transport ecosystem, the ministry does not intend to stop at these first measures. A comprehensive strategic study has been launched to establish a comprehensive diagnosis. This should define "the scenarios, recommendations and legal mechanisms" capable of structurally transforming the sector in the medium term, by adapting it to international standards.
