Mohammed VI: A Speech Focused on Moroccans Residing Abroad

In his speech on the occasion of the 49th anniversary of the Green March, King Mohammed VI announced a reform in the management of the affairs of Moroccans residing abroad (MREs), in order to better meet the needs of this community.
"We have decided to carry out a new transformation in the management of the affairs of the Moroccan community abroad. The institutions concerned will thus be restructured, in order to prevent the overlapping of their respective attributions and the scattering of the stakeholders, and to ensure their adaptation to the new needs of this community," said Mohammed VI. Two key institutions are affected by this reform: the Council of the Moroccan Community Abroad and the Mohammedia Foundation of Moroccans Residing Abroad, the Sovereign indicated.
As an autonomous constitutional institution, the Council of the Moroccan Community Abroad will serve as a framework for reflection and a force for proposals, and all the components of the MREs will be represented there. The monarch called for "diligently adopting the new law relating to the Council, with a view to its installation as soon as possible." The Mohammedia Foundation of Moroccans Residing Abroad, for its part, will be the operational arm of public policy and will make it possible to federate energies with a view to the development and implementation of the National Strategy dedicated to the MREs, informed the Sovereign.
This new institution will ensure the management of the "National Mechanism for the Mobilization of Competencies of Moroccans Residing Abroad, whose creation We have called for and which We have placed at the top of the missions entrusted to the Foundation," added Mohammed VI, specifying that "the aim is to open the way to Moroccan skills and expertise established abroad and to support the bearers of initiatives and projects." In collaboration with the ministries concerned and all the stakeholders, it will also provide linguistic, cultural and religious supervision for the MREs, of all generations.
This Foundation will pay particular attention to the simplification and digitization of administrative and judicial procedures for the benefit of members of the Moroccan community abroad, Mohammed VI also affirmed, who wants to encourage the MREs to invest in the kingdom. "We also have at heart to open up new prospects for members of the Community who are desirous of investing in their country." The Sovereign did not fail to salute the patriotism of the MREs, inviting them to continue to defend the sacred symbols of the kingdom and to contribute to its development, because "the issue of our territorial integrity is at a stage that requires the permanent mobilization of all."
