Morocco Simplifies Property Tax Clearance with New Online System

The General Directorate of Local Authorities (TGR) wants to relax the conditions for obtaining the tax clearance certificate. From November 1, 2020, a single click will allow you to obtain this certificate of payment of taxes and duties levied on the property, subject to transfer or sale, online.

The dematerialization of the process of processing requests and issuing these certificates of payment of taxes and duties, better known as the "tax clearance certificate", is now effective. This is a certificate that gives citizens vertigo and represents a "gray area" with a high risk of unethical practices, reports challenge.ma.

It is therefore a new step in the development of transparency and in improving the quality of service to taxpayers. It also represents progress in the implementation of the provisions contained in Title XII of the Constitution relating to "good governance". For the same source, the assessment services of the municipality where the property, subject of the sale/transfer, is located have a 48-hour deadline to give their opinion, from the day following the receipt of the opinion request transmitted by the public accountant concerned. As for the interconnection between the accountant and the municipality where the property is located, it makes it possible to reduce the deadlines and to ensure the traceability of the deadlines and the online monitoring of the processing of the requests addressed.

In addition, a transitional phase of animation, training and awareness-raising is planned from the end of this month of July for the benefit of municipal officials and agents with the aim of successfully moving towards complete dematerialization.
