Morocco’s Rif Region Grapples with Cannabis Legalization Boom

Since the legalization of cannabis for therapeutic, cosmetic and industrial purposes by the Moroccan authorities, the Rif, perceived as one of the most rebellious regions of Morocco, is attracting many investors and this does not necessarily please everyone.
In a report, Arte has focused the spotlight on this mountainous region that has waited years for the enactment of a law legalizing therapeutic cannabis. In a few months, the Rif has attracted ministers, industrialists and pharmaceutical laboratories. Much more than the region has seen in recent years given its reputation. With this law on the lawful use of cannabis, Morocco seems to be finally interested in this region nicknamed the "granary of cannabis".
Fought in the past, the cannabis resin producers of the Rif have become a priority for the government which, by regulating production, wants to make it an agricultural sector among others. The aim is to "convert illicit crops that are destructive to the environment into sustainable and value-creating legal activities that generate employment," according to the draft law published by the authorities. The objective: to position itself on the global market estimated at 65 billion dollars.
