Morocco to review social security agreements covering pensions, healthcare and family benefits
The agreements governing the social security rights of Moroccans between the kingdom and their host countries are set to be reviewed. The ILO is seeking a contractor to examine how they are being implemented, with practical consequences for insured people, including pensions, health coverage and family benefits.

The call for quotations, published on September 22, 2026, on UN Global Marketplace, concerns an operational review of the bilateral social security agreements Morocco has concluded with priority destination countries.
The review is therefore intended to examine how the agreements are being implemented. The notice launches a process to recruit a contractor; it does not announce any changes to benefits or renegotiation of the agreements.

For a Moroccan whose career is split between France and Morocco, these agreements can have a direct impact on their pension. The Franco-Moroccan agreement allows insurance periods completed in both countries to be combined. Each fund then calculates the pension corresponding to the periods covered by its legislation: the years taken into account do not become a single pension.
A pension in Morocco, rights in the host country
The place of residence also matters. The Belgian-Moroccan agreement allows people to receive a Belgian pension in Morocco, subject to certain conditions. The new agreement, which entered into force on June 1, 2022, covers, in particular, retirement and survivor’s pensions, disability, family benefits and healthcare.
Families separated between two countries also have rights under these agreements. Under the Franco-Moroccan agreement, certain categories of insured people may qualify for family benefits under the agreement for children living in the other country. Payments are limited to four children, the Cleiss specifies.

These arrangements do not make all benefits exportable. For example, the agreement between France and Morocco excludes unemployment insurance from its scope of coordination. Eligibility for a pension, healthcare or family benefits depends on the applicable agreement and the insured person’s circumstances.
