Morocco Reports 4% Recidivism Rate in Terrorism-Related Arrests, BCIJ Data Shows

4% of people arrested in Morocco for terrorism-related offenses are repeat offenders, according to statistics published by the Central Bureau of Judicial Investigations (BCIJ).
According to these data revealed by the BCIJ, 54 people have "relapsed" out of a total of 1,336 arrested since the creation of the BCIJ on March 20, 2015. Yet Morocco has launched the "Moussalaha" program in recent years, led by the Supreme Council of Ulema, the CNDH and the Directorate of Prisons (DGAPR).
According to the daily Assabah, the program aims to help inmates convicted of terrorism crimes to get back on the right track and prepare for their reintegration into society. Among the detainees who have recently benefited from this program are six young women who had been arrested as part of the dismantling of a terrorist cell in Tangier.
However, this program does not exempt the BCIJ from continuing to monitor these former inmates, according to Cherkaoui Habboub, the new head of the BCIJ. "There is always vigilance and close monitoring by the security services. There is no question of letting our guard down when it comes to the security of Moroccan citizens and their property," he stressed.
