Morocco to Regulate Electric Scooters and E-Bikes as Vehicles, Requiring Insurance

Electric scooters and bicycles will soon be on the same footing as cars and motorcycles by having their own homologation framework. The request has been made since last July by the Transport Department in a letter addressed to the Customs and Indirect Taxes Administration.
The objective of the Transport Department is to ensure that with this "Homologation Framework", these motorized personal mobility devices (MPMD) are safer and considered as vehicles that can use the streets and roads in the same way as a motorcycle or a car. They will therefore have to be subject in this case to the insurance system in the same way as conventional vehicles, reports Le Matin.
The idea is primarily to fight against the cases of accidents that these devices cause and which go unnoticed despite their frequency. The future regulation will define the rules of circulation in the city and outside, the authorized speed, the obligation to wear a helmet and protective equipment, the prohibition of transporting people and the definition of the minimum age to drive these devices.
Thus, according to the document sent to the Customs and Indirect Taxes Administration, Mohamed Abdeljalil, Minister of Transport and Logistics, indicates that "in Europe, electric scooters are limited to 25 km/h, they must have a front and rear light as well as a horn, their driving must be done with a reflective vest and the use of a telephone or music is prohibited during their driving." This is the type of framework that the Moroccan authorities want.
