Morocco Reconsiders Anti-Dumping Duty on Egyptian Carpets

The Ministry of Industry and Trade has announced the opening of an investigation following a request from the Oriental Weavers group, calling for the suspension of the application of the anti-dumping duty on its imports of carpets and floor coverings from Egypt.
In a document, the ministry specified that the request from the Oriental Weavers group is in accordance with Article 41.1 of Law No. 15-09 on trade defense measures, announcing the suspension of the application of the anti-dumping duty imposed on the group during the entire duration of the investigation and its replacement by the collection of an equivalent amount, as a guarantee.
The group bases its request on significant changes in its economic and administrative conditions, citing strategic investments that have contributed to improving the costs of raw materials and production, as well as governance, not to mention the depreciation of the Egyptian pound.
The investigation will cover dumping practices for the period from May 1, 2023 to July 31, 2024. Due to the limited volume of the group’s exports in 2024, it will take into account the first quarter of 2025. Carpets and other floor coverings manufactured in Egypt from mechanically manufactured textiles and subject to several customs tariff codes are concerned.
After consulting the Import Monitoring Committee, the ministry officially opened the investigation on February 13, 2025. In this context, the ministry invited all interested parties to submit their observations no later than March 20, 2025. The group will receive questionnaires to which it will have to respond within 37 days of their receipt.
The information received as part of the investigation will remain confidential and will be processed in accordance with the regulations in force, the ministry assured, specifying that if this investigation confirms the improvements claimed by the group, the application of anti-dumping duties on its imports will be definitively suspended, which could favor the influx of Egyptian carpets into the Moroccan markets.
