Morocco Proposes New Law to Regulate Charitable Fundraising and Aid Distribution

The bill governing fundraising and distribution operations for charitable purposes has been under discussion since Tuesday at the House of Councillors. It was presented by the Minister of the Interior, Abdelouafi Laftit, who wants to put an end to abuses.
The text presented by the minister aims to organize public fundraising operations and the distribution of aid for charitable purposes, reports Alkhbar, according to which it fills the legal void in this area and remedies the lack of rules of governance, transparency and compliance with the law.
In detail, the new provisions set the conditions for appeals to generosity, determine the physical and legal entities that make such appeals while requiring them to deposit the money raised in a bank account.
The text obliges the party organizing the fundraising to submit a detailed report on this operation to the administration. The text also specifies that any fundraising and distribution of donations for charitable purposes must be subject to prior declaration to the governor of the prefecture or province.
The bill provides that the donations collected (cash or in kind) must be strictly devoted to the objective for which the public generosity was solicited. It also prohibits any fundraising operation aimed at achieving commercial, advertising and electoral objectives or aimed at promoting products, goods and services, the same source points out.
