Morocco plans 21% increase in military contract commitments to 190.5 billion dirhams

Morocco wants to provide 190.5 billion dirhams in commitment authority for future military contracts in 2027, up from 157.17 billion this year. The 21.2% increase would allow the Royal Armed Forces to plan acquisitions and industrial projects over several years.

An additional 33 billion dirhams in a year. That is the scope the Moroccan government wants to give the National Defense Administration. Presented to Parliament on October 23, the 2027 draft finance law sets a new commitment ceiling for military equipment.

Article 36 of the draft budget published by the Ministry of Finance authorizes commitments made in 2027 and charged against appropriations opened from 2028 onward. This provision makes it possible, in particular, to negotiate large-scale contracts whose payments are spread over several fiscal years.

According to Reuters, the ceiling would reach 190.5 billion dirhams. The increase is particularly rapid: it stood at 124.77 billion in 2024, then 133.45 billion in 2025 and 157.17 billion in 2026. Over three years, the increase would reach nearly 53%.

Military contracts spanning several years

These authorizations cover the acquisition and repair of Royal Armed Forces equipment, as well as support for the development of the national defense industry. They can cover equipment purchases, major maintenance work and industrial projects.

This change expands the scope for orders from foreign suppliers. Morocco already operates US-made F-16 fighter jets and is also developing its defense industry.

Parliament must now consider the proposal. The issue is the Kingdom’s ability to plan its future military orders, as the government seeks to strengthen both the modernization of the FAR and domestic industrial production.
