Morocco Partially Reopens Borders for Citizens and Foreign Residents, Minister Clarifies

The government council announced on Thursday, July 9, the opening of borders, closed for more than 3 months due to the coronavirus pandemic. This decision, open to confusion, provoked the reaction of the Moroccan Foreign Minister, Nasser Bourita, who provides some clarification.
Morocco has not yet opened its borders to the public. For the Minister of Foreign Affairs, this is not a total opening of air, sea and land borders. This exceptional operation aims to allow access to the national territory, from July 15, to Moroccans regardless of their situation (tourists stranded abroad, students, MREs...) and to foreign residents in Morocco and currently abroad for any reason whatsoever, as well as their families.
To benefit from these conditions, you must have Moroccan nationality or a residence permit for foreigners, present a negative PCR test less than 48 hours old and a serological test, undergo a clinical examination upon arrival in case of symptoms.
For the minister, dual nationals (Moroccans residing in Morocco and holders of foreign travel documents) are not yet involved in this program.
New students admitted to foreign schools, businessmen, foreign residents in Morocco and citizens required to travel abroad for health reasons will have to obtain special authorizations from the competent services in order to leave the territory. As for the flights, the minister maintains that they will be operated by RAM and Air Arabia.
