Morocco Overhauls Vehicle Impoundment System, Delegates Management to Private Sector

In order to put an end to the anarchy observed in the vehicle impoundment sector in Morocco, the government has decided to delegate its management.
In a circular addressed to the walis of the regions and the governors of the prefectures and provinces, the Minister of the Interior announced the adoption of "a model of a delegated management contract for the vehicle removal and impoundment sector."
The objective is to allow efficient management in accordance with the requirements of the laws and regulations in force, particularly those related to the principles of contracting and partnership with the private sector, the same source points out. This delegated management contract will be for a period of five years with the possibility of a two-year extension, depending on the importance of the budget envelope dedicated to investment in the sector.
According to the note, the concessionaire’s specifications will notably include general provisions relating to the procedures for submitting applications, commitment and bid evaluation criteria, as well as the conditions of competitiveness.
The ministry has also established a model contract defining the general provisions and conditions of the contract, the user regime, the recovery funds, the operating conditions, the obligations, rights and privileges of the delegatee, as well as the financial provisions and control mechanisms.
