Morocco to Open Electricity Production to Citizens and Businesses

Morocco wants to liberalize the electricity production sector, make citizens who wish to and have the means, autonomous. A law is currently being drafted and will allow any natural or legal person to produce energy.

The Ministry of Energy, the National Office of Electricity and Drinking Water, the Moroccan Agency for Sustainable Energy, the National Authority for the Control of Electricity and the General Confederation of Moroccan Enterprises are involved in this project which will consist of opening the electricity production sector to all.

The law does not concern natural or legal persons already involved in the supply of energy services to the grid. "The self-producer can produce electrical energy on the same consumption network as it can also produce in different places from other consumption sites, and in this case, it has the right to access the electrical networks in order to deliver the energy produced by production sites to consumption sites," can be read in the draft law.

Having the possibility to produce energy is not free. The use of the network will be payable for self-producers. A text will be drawn up after the adoption of the law to determine the contours of this decision and the conditions for accessing the electricity grid.
