F-35: Morocco negotiates a $17 billion contract with the USA, Israel as a discreet mediator
Morocco is negotiating with the United States the acquisition of 32 fifth-generation F-35 fighters for $17 billion. Israel plays a key role in this military transaction.
The discussions between Rabat and Washington for the purchase of 32 F-35s started after the diplomatic rapprochement of 2020. Morocco wants to equip itself with modern fighter jets to face the rise of Algeria, which is equipping itself with Russian equipment. Certainly, the F-35 has a lower payload capacity than some Russian Sukhois, but it offers decisive advantages in terms of sensors, its ability to strike out of sight, and its network integration. All qualities essential in contemporary conflicts.
The sale of sensitive weapons in the region must be carried out in accordance with the principle dear to Washington, that of preserving the "Israeli qualitative advantage". According to specialized media and analysts, the Israeli authorities do not oppose the delivery of F-35s to Morocco and would even be willing to provide technical assistance to the kingdom, particularly in terms of aircraft maintenance and intelligence systems developed by its defense industries. This unofficial Israeli green light is likely to facilitate the political approval of this Moroccan order in the US Congress.
Partnership agreements exist between American, Israeli and Moroccan companies in the field of sensors, the conversion of civil aircraft into ISR (intelligence, surveillance, reconnaissance) platforms and the sale of lightweight satellites. Israeli aerospace companies have in particular delivered surveillance systems to Rabat that strengthen cooperation between the two armies, which offers Morocco smooth logistical and technical support in the event of the materialization of the F-35 purchase.
Despite anti-Israeli demonstrations in Morocco, the government maintains an "industrial calm", according to observers. Rabat is exercising restraint in order not to jeopardize this strategic acquisition with the United States. But the hardest part remains the approval of the US Congress. Depending on its strategic interests, Israel could slow down or accelerate the procedure. With this acquisition, Morocco is seeking to rebalance the power relations with Algeria, while Washington is trying to extend its influence in North Africa.
