Morocco’s National Highway Company Grapples with $3.9 Billion Debt Crisis

The National Highways Company of Morocco (ADM) is in a delicate financial situation, weighed down by an abysmal debt.
According to a report related to the 2024 finance bill, this debt would amount to nearly 39.1 billion dirhams in 2022, an increase of 196 million dirhams compared to the previous year.
Despite an activity recovery close to pre-pandemic levels, the company’s economic model is undermined by the weight of this debt, contracted to finance the construction of highway infrastructures. The report points out that the amount of debt has reached worrying levels, incompatible with the sustainability of the company.
This fragile financial situation raises questions about ADM’s ability to continue its investments and ensure the maintenance of the highway network. A parliamentary report has also recently been concerned about this.
