Morocco Mandates Social Security Registration for Domestic Workers

In Morocco, the employer is now required to register his employee with the CNSS within a maximum period of one year. Indeed, with the publication in the Official Bulletin of the decree relating to the registration of domestic staff with the National Social Security Fund (CNSS), the Kingdom has just taken, theoretically, a major step to guarantee protection for the "little maids".

The publication of the decree in question, which marks this significant progress of Morocco on the path of respect for human rights, took place in Official Bulletin No. 6783 of June 3, 2019. While the CNSS had suggested a 3-month deadline to allow the employer to declare his employee, the Government has been more flexible, extending it to 12 months.

Today, Morocco reports that the text "aims to strengthen the rights relating to the social protection of this category of workers, through the determination of the conditions allowing them to benefit from the services of social security and basic medical coverage". But also and, above all, it defines the conditions for the registration of domestic workers with the National Social Security Fund (CNSS), as well as the conditions for the affiliation of their employers to the Fund, also setting the basis for calculating the contributions due to the CNSS.

It should be noted that the overall rate for family benefits is 6.40% and 1.57% for short-term social benefits (the employer’s share is 1.05% and the employee’s share is 0.52%). The overall rate of long-term social benefits is 11.89% (the employer’s share is 7.93% and the employee’s share is 3.96%). Compulsory Health Insurance (AMO) is 6.37% (the employer’s share is 4.11% and the employee’s share is 2.26%). Social security contributions are equivalent to 25.66% of the salary: 19.50% borne by the employer and 6.74% by the employees. As for the ceiling of the contribution base, the media reports that it is 6,000 DH per month, for short and long-term benefits.

A major act in improving working conditions, registration with the CNSS will thus allow domestic workers to benefit from all the social security benefits, including AMO, unemployment benefits, maternity leave, daily sickness benefits, maternity leave, family allowances, recalls the same source.
