Morocco’s Local Leaders: Salary Scale Revealed for Mayors and Regional Presidents

In Morocco, financial allowances are granted to the presidents of regional and municipal councils in accordance with the organic laws (111.14 and 113.14) and decrees. How much do they earn?
The presidents of regional and municipal councils are not treated equally. According to Organic Law No. 113.14 on municipalities and Decree No. 2.16.493, the presidents of municipal councils receive a monthly representation allowance of 2,800 DH for municipalities with less than 15,000 inhabitants, 30,000 DH for municipalities with a district system. As for the presidents of district councils, they receive 6,000 DH per month. The allowances for the vice-presidents of municipal councils range from 1,400 DH to 10,000 DH.
The president of the regional council receives a representation allowance of 40,000 DH, while his deputies receive 15,000 DH in accordance with Decree No. 2.16.495. The secretary general of the council and the president of a standing committee receive the same allowance: 2,000 DH. According to the same decree, a monthly housing allowance of 15,000 DH is granted to the president of the regional council.
As for the representation allowances of a president of a provincial and prefectural council, they range from 12,000 DH for provinces with a population of less than 300,000 people to 20,000 DH for those with a population exceeding 1 million. In total, 7,000 DH for the vice-presidents and 3,400 DH for the secretary general and the presidents of the standing committees.
A daily travel allowance equivalent to that received by the directors of the central administration is granted to the presidents of the provincial and prefectural councils. As for the vice-presidents, they receive an allowance equivalent to that of civil servants classified on scale 11.
