Morocco Legalizes Cannabis Cultivation in Three Northern Provinces

A new step forward in the legalization of cannabis cultivation in Morocco. The government has today adopted a decree governing activities related to its cultivation in the country and selected three provinces.

This project, developed by the Ministry of the Interior in coordination with the relevant ministerial departments, is part of the completion of the application of the law.

Ultimately, it will subject all activities related to the cultivation, production, processing, transportation, marketing, export and import of cannabis and its products to a licensing system. It also provides for the creation of an advisory committee responsible for studying license applications and giving its opinion on them, chaired by the Director General of the Agency or his representative, and composed of representatives of the sectors concerned.

Comprehensive scientific studies have been developed by the ministry, mainly on the feasibility of the project, its socio-economic and environmental potential, as well as the assets and challenges that Morocco must meet to successfully carry out this major project.

As part of the incentive to invest in this field, the project entrusts the National Agency for the Regulation of Cannabis-Related Activities with the support of license applicants and the facilitation of the implementation of the administrative procedures related to its granting, in close coordination with all the stakeholders concerned.

The regions in which the cultivation and production of cannabis as well as the establishment and operation of its nurseries are permitted have been identified (the provinces of Al Hoceima, Chefchaouen and Taounate), with the possibility of adding other regions depending on the demand of national and international investors for activities related to the cannabis production chain.
