Morocco Lawmaker Proposes Bill to End Multiple Office-Holding and Salary Accumulation

Deputy Rachid Hammouni, sitting in the House of Representatives, has tabled a bill aimed at ending the accumulation of functions for elected officials, senior officials and civil servants of the State.
With this bill, Deputy Rachid Hammouni, also a member of the Party of Progress and Socialism (PPS), intends to put an end to certain practices that cost the state a lot, and are also at the origin of many dysfunctions and delays noted in the public administration.
Hammouni explained to Al Massae that his initiative targets the accumulation of functions that contradict each other. They point to the parliamentarians, whose absences hinder the smooth running of the institution’s activities. The adoption of this bill, he will say, will help regain the citizen’s trust.
The PPS deputy also made some recommendations. He proposes, for the municipalities, a clear separation between the missions taken at the national, regional, provincial and local levels. According to him, it is not appropriate to combine a ministerial function and that of mayor of a municipality, and to accumulate the remuneration specific to each function. The same goes for the combination of the mission of deputy and that of member of the Constitutional Court, or the Economic, Social and Environmental Council (CESE).
