Morocco Launches Urban Development Plan Ahead of 2030 World Cup

In the perspective of the 2030 World Cup that it will co-host with Spain and Portugal, Morocco has launched an international call for tenders for the realization of the study relating to the development of the prospective plan for the development of major urban systems at the national level.

According to the Ministry of National Land Use Planning, Urban Planning, Housing and City Policy, the cost of carrying out the study is estimated at 28 million dirhams. This study is a response to the accelerated urban changes that Morocco is experiencing. It will have to contribute to strengthening the competitiveness of the major cities and guarantee sustainable development in line with international standards. Morocco has experienced rapid urban expansion over the past decades, with an urbanization rate that has increased from 55.1% in 2004 to 62.8% in 2024, and which should reach 73.6% by 2050, according to the call for tenders.

The objective of this study is to establish a global strategic vision accompanying urban transformations and strengthening the position of the major Moroccan cities on the international scene, which includes the supervision of urban construction through the development of a functional plan promoting the integration of the major cities in national and international dynamics. According to the specifications of this call for tenders, the study also includes the development of an urban charter for each major urban area, translated into concrete projects serving sustainable development, as well as the establishment of a bank of major urban functions in order to create specialized jobs strengthening the attractiveness of cities.

This study is of crucial importance for the development of the national territory, as Morocco is to host the 2030 World Cup. It is expected to strengthen the infrastructure of the major cities, improve urban and inter-urban mobility.
