Morocco Launches Sweeping Reforms to Modernize Taxi Industry

Increased controls, stricter rules, and effective sanctions: Morocco is taking action to regulate the taxi sector. The Minister of Interior, Abdelouafi Laftit, detailed this strategy in response to a parliamentary question, displaying the objective of improving service quality and professionalizing drivers in the face of non-compliant practices.
The approach heavily relies on regional authorities, tasked with defining clear standards for vehicle operation, driver conduct, and service quality. Compliance with these rules is accompanied by potential sanctions, with the aim of ensuring adequate service to users and strengthening the sector’s professionalism.
To ensure the application of regulations, field controls are intensified by competent services. Mixed regional commissions, bringing together various actors (security, transport, local authorities), also intervene to counter infractions, with the ability to impose fines or remove vehicles. Additionally, disciplinary committees handle complaints and observed infractions.
This approach is producing concrete results, it is indicated: the minister states that 500 trust permits were temporarily suspended and 25 revoked in the province of Rabat between 2023 and early 2025. This trust permit, mandatory for practice, is itself subject to strict conditions for obtaining, including training and exams on legislation.
Finally, to perfect the monitoring system, the deployment of biometric trust permits is underway in several provinces. According to the minister, this technology aims to facilitate electronic control of drivers and the application of punitive measures in case of regulation violations.
