Morocco Launches Overhaul of Taxi Sector to Improve Service

The Moroccan Ministry of the Interior has recently sent a circular to the walis and governors of the country to bring order to the taxi sector. This initiative follows many dysfunctions observed, which tarnish the image of the sector and encourage citizens to turn to alternative, sometimes illegal, solutions.
Abdelouafi Laftit, Minister of the Interior, thus wishes to improve the quality of services offered to users and guarantee the stability of professionals in the sector. The aim is to restore the reputation of taxis and prepare them for future challenges, particularly the major international events that Morocco is about to host.
Among the problems highlighted by the circular are non-compliance with operating conditions, the refusal of some drivers to take on customers, and the billing of undeclared rates. All of these practices undermine citizens’ trust and encourage the development of unauthorized transport services.
To remedy this situation, several measures have been announced. Local authorities will have to ensure the display of rates, compliance with them, and the use of the meter. Sanctions will be applied in case of infractions.
Furthermore, the ministry wishes to focus on the training of drivers, in order to improve their skills and professionalism. It also encourages the implementation of systems allowing users to file complaints more easily.
The fight against illegal passenger transport, particularly through mobile applications, is also a priority. The ministry recalls the importance of Circular No. 19959 of November 1, 2022, which regulates this activity.
Beyond these concrete measures, the Ministry of the Interior is committed to supporting professionals in the sector and improving their working conditions. It is notably working on the revision of the regulations in force to adapt them to the needs of the field. A ministerial circular (No. 444) had already been issued in April 2022 to professionalize the sector. It set new operating conditions for taxis and limited the number of licenses that can be operated by the same person.
The ministry assures that these measures are being implemented in all the prefectures and provinces of the kingdom. It provides legal and technical support to local authorities and modernizes the information system for the management of taxi transport.
