Morocco’s King Approves New Laws to Bolster Military and Cybersecurity

Three draft laws related to the army and a draft decree on military affairs were validated in a council of ministers by King Mohammed VI.
The first project aims to establish a legal framework to strengthen the security of information systems in public administrations, municipalities, public institutions and companies, as well as vital public telecommunications infrastructures.
The second draft law takes into account defense and security equipment and supplies, including weapons and ammunition. It aims to legalize the activities of manufacturing, trading, importing and exporting, transporting and transiting these supplies and equipment by setting up an authorization system that documents, tracks and controls these operations.
According to observers, the bill gives the green light to the manufacture of weapons and defense equipment, and grants licenses to authorize their export, which is considered a qualitative change in Morocco’s defense and security policy.
As for the third bill, it amends the law on Morocco’s military reserve force. It aims to integrate reserve officers into public facilities and companies that have received initial military training in one of the FAR facilities.
In total, the decree approved by the King concerns the reorganization of the Royal Air School (ERA) in Marrakech. This project aims to allow the national carrier Royal Air Maroc (RAM) to benefit from the FAR’s expertise in aeronautical training. The adopted text requires the establishment of a contractual framework between the National Defense Administration and RAM, in order to allow the Royal Air School to train commercial pilots. In addition, 11 bilateral and multilateral international agreements, nine of which are supported by legal frameworks
