Morocco Introduces New Regulations for Electric Scooters and E-Bikes

Mohamed Abdeljalil, Minister of Transport and Logistics, wants to regulate the use of scooters and other new means of transport.
Responding to a question about the appearance of new means of transport on public roads during a meeting of the Infrastructure, Energy, Mines and Environment Commission of the House of Representatives on the issue of road safety on July 9, Mohamed Abdeljalil said that two draft decrees have been prepared and are in the process of being approved. They aim to establish definitions for the concepts of "motorized personal mobility vehicle" and "pedal-assisted bicycle"; to define the required technical conditions and characteristics for the motorized personal mobility vehicle and the pedal-assisted bicycle; and to establish the rules of circulation on the roads in accordance with the requirements of road safety and the safety of public road users.

"Given the paramount importance attached to the issue of road safety by the current government, and as part of the implementation of the ministry’s vision for the management of the road safety file, a series of measures and initiatives aimed at strengthening and improving road safety conditions has been adopted, including quick-win projects and others with a long-term strategic dimension for the management of the road safety file," the minister also said. Among the quick-win projects, which should produce short-term results, are the development of a regulatory framework to respond to the emergence of new means of transport on public roads, particularly motorized personal mobility vehicles (scooters), the revitalization of the work of the regional road safety committees, the secure bus project to improve the attractiveness of public road passenger transport and improve road quality and safety, the increase in the subsidy for the purchase of vehicles for mixed transport and the revision of the eligibility conditions under the new fleet renewal program, the continued implementation of the national road control plan, the opening of a project to amend the Highway Code and the secure bicycle program.
The integrated "secure bicycle" program has been developed in a participatory approach with all the stakeholders concerned, including several measures and initiatives, Abdeljalil specified. This project aims to improve the safety of motorcyclists, who account for 40% of road accident fatalities.
