Morocco Introduces "Jeweler’s Stamp" to Authenticate Precious Metal Jewelry

A "Jeweler’s Stamp" is planned to distinguish precious metal jewelry produced by jewelers. A draft decree to this effect has been adopted by the Council of Government.

This draft decree aims to allow jewelers and goldsmiths to stamp their works, thus giving them an undisputed ability to differentiate types of jewelry and detect fraud. Controls will be strengthened, as well as monitoring. The fight against fraud will be more effective and consumers will be protected. These are the objectives of this initiative.

However, several questions arise: what about the millions of existing jewelry? Will their value change? Are they at risk of being branded as counterfeit? Will any new guarantees or tests (or stamps) be required for them? Can a stamp not be counterfeited or imitated?

Note that the modalities for adopting this stamp will be determined by a regulatory text, according to the Government Spokesperson, Mustapha El Khalfi, who spoke on this subject, at the end of the Council in question.

"In order to preserve the unity of the text governing goods and jewelry subject to the Domestic Consumption Tax and, pending a review of the Customs and Indirect Taxes Code, the legal text proposes the adoption of a decree authorizing the Minister of Economy and Finance to decide how to have the ’Jeweler’s Stamp’ adopted by the administration".
