Morocco's Human Rights Council Urges Faster Implementation of National Action Plan

The National Council for Human Rights (CNDH) advocates for the acceleration of the implementation of the national action plan on democracy and human rights.

In this annual report entitled "The effectiveness of human rights in an emerging model of freedoms", the CNDH also spoke out, in its recommendations, in favor of integrating the human rights approach into the various development plans and policies. It stressed the need to promote efforts and initiatives aimed at "ensuring that all citizens enjoy economic, social, cultural and environmental rights".

For the council, the priority is to plead for these rights to be given priority in all areas, whether it is the SDGs, climate change or sustainable development. Emphasis is also placed on the need to strengthen the skills of those responsible for enforcing the law in the field of human rights.

The CNDH also calls for the "speedy completion of the ratification of the first Optional Protocol to the International Covenant on Civil and Political Rights, the Optional Protocol to the Convention on the Elimination of All Forms of Discrimination against Women and the Optional Protocol to the Convention on the Rights of the Child, establishing a communications procedure".

Regarding the legal and institutional framework, the CNDH recommends and insists on "the completion of the ratification process of draft organic law 97.15" which clearly defines the conditions under which the right to strike can be exercised, and especially its "adaptation to international standards in this area".

Finally, the National Human Rights Council called for strengthening the financial and administrative independence of the National Commission for the Control of Personal Data Protection (CNDP) and for "providing the government authority responsible for human rights with sufficient human and financial resources to fulfill its mission".
