Morocco's Highway Toll Hike Sparks Outrage: Jawaz Pass Price Soars to 100 Dirhams

Faced with criticism and denunciations from Moroccans living in Morocco and Moroccans residing abroad (MREs), the National Motorway Company of Morocco (ADM) had to provide explanations on the increase in the price of the "Jawaz" card, which has gone from 50 dirhams with an initial credit of 40 dirhams to 80 dirhams without any credit included.

The selling price of the Jawaz Pass has been set at 100 dirhams after a series of revisions, with the aim of making it accessible to all budgets and democratizing electronic toll collection as an essential solution to secure and streamline motorway traffic, particularly during peak periods, while offering users a secure and pleasant journey, explained ADM to L’Opinion. According to an official source within the company, the selling price had been revised downwards for five years to reach 80 dirhams, an amount lower than the actual cost of acquiring the Pass, in order to alleviate the burden on users. The difference resulting from this promotion has been borne by the company, as part of its strategy to democratize electronic toll collection, it specified.

This initiative, "combined with a policy of diversifying sales and recharge channels", has been successful: sale of more than 2 million Jawaz Passes to date. This has made it possible to achieve a usage rate of around 60% compared to other means of payment, across all vehicle categories, and 80% in the category of professional heavy goods vehicles (PL2). After this success, it proved necessary to return to the initial price of 100 dirhams from September 2024, a rate considered more representative of the actual cost of acquiring the Jawaz Pass. This price adjustment aims to ensure the sustainability and quality of the electronic toll service, to ensure the continuity of technological investments, and to better meet the expectations of the different user profiles, specifies the same source.

It adds: "While maintaining this official selling price, ADM has launched, as of July 1, 2025, a summer promotion for motorway users, temporarily setting the rate at 80 dirhams in order to reduce the cost of the solution and build customer loyalty".
