Morocco Halts Diplomatic Staff Rotations Abroad to Ensure Mission Stability

The Ministry of Foreign Affairs has suspended the movements of posting its civil servants abroad for the current year. The objective is to ensure the normal functioning of Morocco’s various diplomatic and consular missions abroad.
The halt in the deployment of its civil servants also aims to ensure the favorable conditions for the professional stability of the agents concerned by the posting movement, particularly with regard to the schooling of their children, whether in Morocco or abroad.
According to a note from the Director of Human Resources of the Ministry, Hicham Ghazri, addressed to the senior officials of the Ministry, the ambassadors and the consuls general, this decision was taken in particular due to the impact of the coronavirus pandemic on the national and international levels, while most countries have closed their borders until further notice, and in the absence of a clear vision as to the developments that this situation will experience in the future.
As for the movement of posting of consuls general, the note indicates that it will be implemented from next September, depending on the situation of each accredited country concerned by the posting movement.
It also reassures that measures will be taken to settle the administrative status of civil servants who are to return to the central administration. In addition, the exceptional procedures that will allow the settlement of the administrative and financial status of those whose period of work exceeds 5 years in the same post or 8 consecutive years abroad will be initiated. As for the return to normal procedures, it is planned from 2021.
