Morocco France Treaty: Historic Bilateral Agreement Reshapes Relations
Paris and Rabat are preparing a bilateral treaty presented as unprecedented. According to Sébastien Lecornu, this text would be the first agreement of this kind concluded by France with a country outside the European Union.
France wishes to give a new framework to its relationship with Morocco. The two countries are working on the development of a bilateral treaty intended to organize their cooperation in the long term and to adapt it to the challenges of the coming decades.

Sébastien Lecornu announced this project on July 16 in Rabat, during the press briefing held following the 15th Franco-Moroccan high-level meeting. The head of the French government led a delegation composed of twelve ministers who came to meet their Moroccan counterparts.
"It is in this spirit that we are working on the development of a bilateral treaty between our two countries, the first that France will sign with a country outside the European Union," he declared in his statement published by the French government.
A committee of French and Moroccan personalities is currently working on the content of the future text. This should not only celebrate the friendship between the two countries, but create a "unique, stable and ambitious" framework for their common future.
Morocco - France: a relationship called to change scale
The project comes as a continuation of Emmanuel Macron’s state visit to Morocco in October 2024. The two governments have been tasked with implementing the commitments made on that occasion and launching new concrete projects.
Paris and Rabat want to deepen their cooperation in industry, energy, transport, defense, security, agriculture, culture and higher education. Mobility between the two countries, particularly that of entrepreneurs and students, is also among the priorities mentioned.
Sébastien Lecornu also praised the cooperation between Moroccan and French services against terrorism, drug trafficking, human trafficking and irregular immigration. A comprehensive security agreement is to be concluded to strengthen this joint work.

The French official also reaffirmed Paris’s position on the Sahara, describing it as "intangible". He assured that it would not change and that France would continue to draw all the consequences from it in its relations with Morocco.
