Morocco Finance Ministry Faces Scrutiny Over Alleged Covid-19 Bonus Payments

The National Union of Finance denounces special Covid-19 bonuses that the General Treasury of the Kingdom (TGR) would have granted to some of its managers and civil servants. It calls on the Minister of Economy and Finance, Mohamed Benchaâboun, to open an investigation.

According to the union, these bonuses are not in line with the legal framework established by the January 13 agreement on the reform of the system of allowances and bonuses granted by the Ministry of Finance, reports Al Massae. The implementation of this agreement is stalling due to lack of budget, according to the ministry.

Meanwhile, the ministry would have delegated to its directorates the management of "special accounts" at their discretion. The latter continue to pay these bonuses to their civil servants without the slightest respect for the principle of equity among all the ministry’s staff and the terms of the January 13 agreement concluded with the social partners.

For the trade union organization, the TGR managers and civil servants who benefited from this bonus "have, after all, only done their job. They have thus fulfilled their professional duty under the precautionary and safety conditions required by the state of health emergency."

Exasperated, the union called on the Minister of Finance to conduct an audit of the "special accounts" and to closely examine the nature of their expenses, and ultimately to publish the list of all the civil servants who benefited from these bonuses on the website of his department.
