Morocco Expands Local Government Financing Options with International Borrowing

Moroccan local authorities will soon be able to enter into borrowing operations internationally, following the updating of legislative texts during the government council.
It is for the executive to accompany the evolution of the financial sector in Morocco and to open up new perspectives for the financing of municipalities, said government spokesman Mustapha Baitas.
This progress will make it possible to meet the inherent needs of their development and to contribute to the implementation of the recommendations contained in the New Development Model (NMD), he specified. Thus, the first decree, No. 2.22.31 adopted, amends and supplements decree No. 2.17.294 published on 14 Ramadan 1438 (June 9, 2017), setting the rules governing borrowing operations contracted by the region.
The second, No. 2.22.32 amending and supplementing decree No. 2.17.295 published on 14 Ramadan 1438 (June 9, 2017), sets the rules governing borrowing operations contracted by the prefecture or province.
Finally, the third decree No. 2.22.33, amending and supplementing decree No. 2.17.296 published on 14 Ramadan 1438 (June 9, 2017), sets the rules governing borrowing operations contracted by the municipality.
