Morocco Expands Health Coverage to 70% of Population, ANAM Reports

The National Health Insurance Agency (ANAM) presented, on Saturday, December 12, its assessment in terms of health coverage. In 2019, it covered up to 70% of the Moroccan population for all medical coverage schemes.
From 16% in 2005, this share now stands at 70% of the Moroccan population, thanks to the implementation of the Basic Medical Coverage Code.
In detail, 3,117,649 employees and retirees from the public sector, or 9% of the population, benefit from this coverage, compared to 7,842,700 beneficiaries (21%) who benefit from 30% of the medical assistance scheme. As for students, they represent 1% of the active population (232,083 beneficiaries). To these categories are added those falling under Article 114 of Law No. 65-00, which reach 1,572,664, or 5% of the beneficiaries.
As for the expenses recorded in 2019, they amounted to 9.4 billion dirhams for the compulsory basic health insurance scheme (RAMED) for employees and retirees in the two sectors (public and private). They are covered respectively by the National Social Welfare Fund (CNOPS) and the National Social Security Fund (CNSS).
As for the reduction of the remaining expenses of the insured, ANAM has committed in particular to adjusting the list of reimbursable drugs under the AM. They have increased from 1,000 drugs in 2006 to 4,477 at the end of 2020. The other reform carried out is the revision of the list of chronic diseases, which guarantee total or partial exemption from the remaining share borne by the insured. In this regard, it has developed a joint action plan in partnership with the Ministry of Health and scientific organizations.
