Morocco on EU Tax Grey List: Reforms Under Close Watch
On February 17, 2026, the European Union updated its lists of tax jurisdictions. Morocco remains in Annex II, confirming its status as a cooperative partner under monitoring while it completes its reforms.
At their latest meeting, EU finance ministers revised this global classification aimed at combating tax evasion and fraud. While countries such as Vietnam and the Turks and Caicos Islands were added to the “blacklist” (Annex I) of non-cooperative tax havens, others, such as Fiji and Samoa, were removed. Morocco, for its part, remains classified in Annex II, alongside eight other countries, including Jordan and Turkey.
Tax transparency: Morocco committed to EU reforms
This presence in Annex II, often referred to as the “grey list,” does not constitute a sanction. On the contrary, it reflects the Kingdom’s continued cooperation with European institutions. The EU acknowledges Morocco’s commitments to amend its tax regime and align it with international standards of good governance. Brussels will continue to closely monitor the implementation of these corrective measures before considering a definitive removal from this list.
