Morocco Cracks Down on Personal Use of Government Vehicles, Announces Reform

The Minister of Economy and Finance, Nadia Fettah, announced the government’s intention to take measures against the anarchic use of state vehicles.

A draft circular from the Head of Government is being prepared to improve the management of the state’s car fleet, said Nadia Fettah, responding to a written question from the Haraki group in the House of Representatives. This text provides for the prohibition of the use of state vehicles for personal purposes and the setting of ceilings for the acquisition of vehicles, which can be revised periodically by decision of the Head of Government.

Thus, any mission order must "specify the duration of the mission, its purpose, its direction and its route, the name of the driver and accompanying persons, as well as the name and position of the responsible person who ordered the mission." The circular "also encourages public managers to strictly respect the regulatory texts in force, as part of the preparation for the launch of a comprehensive and integrated reform of the management of the vehicle fleet, in all its components and control mechanisms," said the official.

Between 2018 and 2023, 420.54 million dirhams were allocated each year for the acquisition of cars, and only 2% of this amount was dedicated to the rental of cars, said the Minister of Economy and Finance, stressing the importance of rationalization in the acquisition of vehicles, referring to the related costs of their maintenance and repair, as well as fuel expenses.
