Morocco Considers Visa Requirement for EU Citizens in Reciprocity Move

A Moroccan parliamentary proposal is considering imposing an entry visa on citizens of the European Union. Presented by Khaled Setti and Loubna Alaoui, this measure aims to establish reciprocity, as Moroccans are subject to a visa to travel to the Schengen area.
The two advisers have questioned the Minister of Foreign Affairs, Nasser Bourita, highlighting the gap between the income generated by the visas imposed on Moroccans by European countries and the exemption enjoyed by European citizens in Morocco.
This proposal, if adopted, could have significant consequences on the tourism sector. European tourists constitute the main foreign clientele of Morocco, and the introduction of a visa could deter them from choosing this destination.
Tourism expert Zoubir Bouhout warns against a potential negative impact on the Moroccan economy. He recalls that the country has made significant investments to develop its tourist attractiveness (infrastructure, air partnerships).
Bouhout points out that this proposal could contradict the usual free movement of European citizens and undermine Morocco’s competitiveness compared to other destinations.
The logistical aspect is also raised. Moroccan consulates could be overwhelmed by a flood of visa applications, particularly from major issuing countries like France, Spain and Germany. Strengthening the digital services for processing applications would therefore be essential.
Zoubir Bouhout advocates for balanced tourism strategies, preserving links with European markets while developing domestic tourism.
This proposal comes after the "visa crisis" of 2022, during which Moroccans had encountered difficulties in obtaining a Schengen visa. Human rights organizations had then denounced rejections of applications and administrative obstacles.
