Morocco Considers ’Marriage Passport’ to Educate Newlyweds on Rights and Health

The Economic, Social and Environmental Council (CESE) calls for the establishment of a "passport" or "guide" for marriage, which will include the personal data of the future spouses, as well as all information on their rights and duties.
This "passport" or "guide" could also contain cultural and legal data and information related to reproductive health, family planning, prevention of sexually transmitted diseases, and mental health in relation to married life.
The CESE recommends integrating this document into the mechanisms for implementing a family policy that raises awareness about the responsibility of parents towards children and their rights. This recommendation follows the request of the President of the House of Representatives dated November 13, 2023, requesting the Council’s opinion on "the marriage of girls and its negative effects on their economic and social situation", as part of the consultations for the revision of the Family Code.
In a previous report entitled "What to do in the face of the persistence of child marriage in Morocco" published in 2019, the CESE recommended putting an end to child marriage in all its forms, calling for the adoption of a legal framework in line with the Constitution and the international conventions ratified by Morocco, as well as the sustainable and integrated implementation of public policies aimed at eliminating this practice.
