Morocco Considers Amnesty for Small Cannabis Growers Amid Legalization Debate

While Morocco is in the process of legalizing the use of cannabis, many people believe that growers pose a danger to society. This is not the case for Omar Balafrej.
Intervening during the debates in the Hemicycle, on the draft law N° 13.21 related to the legal exploitation of cannabis, Omar Balafrej suggests that small cannabis growers should be amnestied. For him, "Morocco will only be the greater, provided that it opens up dialogue and banishes taboos, the cause of existing differences between us". Already, on Wednesday, April 28, during a plenary session of the Interior, Territorial Authorities, Housing and Urban Policy Commission, within the House of Representatives, the deputy of the Federation of Democratic Left (FGD) proposed "to definitively turn the page on this file and move forward", since, in his eyes, this problem should have been resolved since the post-independence period in Morocco.
The reason why the legalization of cannabis is facing so many obstacles lies in Morocco itself, observes Balafrej. "Is there in the world a country that has a plant that is part of its heritage and criminalizes it?". "If we notice that a law is violated by a large number, then we must find a solution by amending it," he recommends, stressing that the non-normalization of cannabis cultivation in the kingdom is the source of several problems. For example, "we easily confuse the small grower with the big baron who makes billions in Europe. And we will only progress if we enact laws in line with our own reality!", he concluded.
