Morocco’s CNOPS Denies COVID-19 Medical Expense Reimbursements

The National Fund for Social Welfare Organizations (CNOPS) will not reimburse medical expenses related to Covid-19, whether related to biological analyzes, diagnostic and follow-up radiological examinations, or hospital stays and medications.
This news comes at a bad time, as Moroccans were expecting to be reimbursed, especially for the cost of the screening test, estimated at around 700 dirhams. In a recent service note, the organization specifies that "the Covid-19 pandemic is identified as a force majeure, in accordance with the provisions of Articles 95, 268 and 269 of the dahir on the code of obligations and contracts".
CNOPS points out that the Covid-19 pandemic is not among the diseases that entitle to reimbursement and coverage by the managing organizations, "in accordance with the provisions of Article 7 of Law 65-00 on the basic medical coverage code".
Furthermore, the fund indicates that "the pandemic is also part of the epidemic diseases exempted from the remuneration of services and benefits provided by hospitals and services under the Ministry of Health, in accordance with the order of the Minister of Health No. 2284-05 of 4 Shawwal 1426 (November 7, 2005)."
