Morocco Clarifies Foreign Exchange Rules for Students Abroad, Eases Transfers

The government has provided clarifications regarding the foreign exchange law in force, particularly the operating procedure for money transfers for Moroccan students abroad. Moroccan mothers can still support their children studying abroad, but certain conditions are required.

Questioned in parliament on the subject, the Minister of Economy and Finance, Nadia Fettah, said that tuition fees are set according to the documents provided by the university where the student is enrolled. The latter can also receive up to 12,000 dirhams per month from his parents to cover his daily expenses.

To carry out this operation, the student must domicile an "studies abroad" account with a bank agency in Morocco, which will be the only one authorized to transfer the funds to his bank account abroad. The domiciliation in Morocco can be done on the bank account of one of the two parents, the minister specified.

Regarding the sending of money by Moroccans residing in the Kingdom to members of their family abroad, Nadia Fettah stressed that this operation is accepted in case of necessity and subject to the requirements of Bank Al-Maghrib. The ceiling is set at 10,000 dirhams per year. The current foreign exchange law in no way prevents mothers from sending money to their children, whether they are students or not, she said.

Regarding Moroccan students in Russia, they benefit from special treatment due to the war in Ukraine. Although Moroccan banks authorize transfers to this country, these are rejected after weeks of waiting, by intermediary banking institutions (American and European), because of the sanctions applied against Russia. In this regard, the minister pointed out, the Moroccan embassy in Moscow has worked to help students open bank accounts with banks still connected to the "Swift" financial system.
