Morocco Boosts Healthcare: Resident Doctors Win Salary Hike and Contract Reforms

In Morocco, decisions have been made following the latest meeting between the National Commission of Resident Doctors and the Ministry of Health and Protection.
In a statement, the Commission of Resident Doctors announced that a 1,500 dirham salary increase for non-contractual resident doctors has been approved, and that this measure should be placed on the agenda of the next Council of Government, with retroactive application from January 2025. The National Commission of Resident Doctors and the Ministry of Health and Protection have also jointly decided to reduce the duration of the contract for contractual residents, currently set at eight years, while ensuring the continuity of public health services. This issue will be resolved based on statistical studies conducted by the Ministry of Health and the proposals of the National Commission, the same source specifies.
Regarding the allowance system, the Ministry of Health has agreed to integrate resident doctors into the variable remuneration system as soon as it is implemented in the territorial health groups. It is also planned to revise the on-call and standby allowance system in order to improve its value and the terms of its benefit. According to the Commission of Resident Doctors, the supervisory ministry has committed to allowing non-contractual resident doctors to benefit from the Mandatory Health Insurance (AMO), in addition to their inclusion in the system of protection against work accidents and occupational diseases. This commission and the ministry intend to organize the next internship and residency competitions after the publication of the decree in its final version, in order to ensure legal clarity and equal opportunities before the competitions.
What about the other demands? According to the National Commission of Resident Doctors, the other demands are in the final stage of study and will be integrated into a draft ministerial decree that will be submitted shortly to the National Commission for discussion before being forwarded to the government procedures, in parallel with the organization of the next internship and residency competitions after the publication of the decree in its final version.
