Morocco Boosts Duty-Free Allowance for Returning Expats, Improves Services

The reception of Moroccans Residing Abroad (MREs) has gradually improved in recent years, although further improvements are needed, the Moroccan customs service says in its document dedicated to the Marhaba 2023 operation. Here are the new features for this year.
This year, the campaign aims to achieve these improvements based on the directives of the Royal Speech of August 20, 2022, which encourages administrations to adapt procedures to the needs of MREs and support their investment projects.
The various administrative structures, both at the central and regional levels, are mobilized to implement these directives. The objective is to facilitate MREs’ access to the procedures that concern them upon their arrival, during their stay and departure from Morocco, in accordance with the "Welcome Charter". A personalized service will be made available to advise and support MRE investors, it is specified.
New measures are planned for this year. Given global inflation, the duty-free threshold for non-commercial items imported by MREs during their holidays will increase from 20,000 DH to 25,000 DH. In addition, in order to simplify the Temporary Admission (TA) regime, it will now be possible to obtain the TA of a tourist vehicle with an unlegalized power of attorney and to drive a vehicle in TA in Morocco, even if one is not the holder of the TA card.
Finally, an additional effort is requested to strengthen collaboration and coordination with various stakeholders, including the Mohamed V Foundation for Solidarity, the Hassan II Foundation for MREs, the Ministry in charge of MREs, the DGSN and local authorities.
