Morocco Bolsters Cybersecurity: Army to Oversee Electronic Transactions

The monitoring and protection of electronic transactions is now the responsibility of the Directorate General of Security of Information Services of the Kingdom. This decision was made following the adoption of the bill on trust services for electronic transactions by the House of Representatives on December 8.
The text was presented by the Minister Delegate to the Head of Government in charge of National Defense Administration, Abdellatif Loudiyi, reports the daily Al Akhbar. This text "constitutes a cornerstone and an important pillar for the rest of the legislative texts relating to the fields of cybersecurity and digital trust," said the delegate minister, stressing that this digital development taking place in Morocco calls for the establishment of a climate of trust bringing together all digital services. A climate of trust that must give economic and public administration actors a legal framework allowing the implementation of new services and ensuring the legal protection of citizens and encouraging digital transactions.
In the development of this bill, which will allow the creation of a new legal framework capable of meeting the needs of economic, public, private, public administration and citizen actors, through the organization of electronic signatures, electronic seals, electronic time-stamping, secure electronic transmission services and website verification, the National Defense Administration has had the agreement of King Mohammed VI.
Furthermore, this bill must also put in place a less restrictive and adapted legal framework in order to avoid the rejection of electronic signatures. Similarly, it will be a question of expanding the scope of application of the current law in order to introduce the documents issued by credit institutions and similar organizations.
