Morocco’s Anti-Corruption Hotline Receives 15,881 Calls, Leads to 164 Arrests

By the end of 2020, the direct telephone line dedicated to reporting acts of corruption, launched three years ago, had received a total of 15,881 calls, or an average of 100 calls per day, according to the national instance of integrity, prevention and the fight against corruption.
More specifically, this line has made it possible to apprehend 164 suspects in flagrante delicto, at a rate of one case per week, including employees from the public and private sectors in all regions of the Kingdom, the report of the instance indicates, noting that these are bribes ranging from simple amounts not exceeding 50 dirhams to significant amounts reaching, in one case, 300,000 dirhams.
According to the figures, the number of prosecutions before the ordinary courts for the sole crime of corruption, which stood at 9,088 in 2018, while the number of corruption cases of 100,000 dirhams or more, presented before the financial crimes services, did not exceed 700 cases for the year 2019, the same source points out.
The report deduces that corruption crimes with significant criminal proceeds do not experience the same reporting dynamics as bribery crimes, whose proceeds generally remain low. The instance attributes this trend to the fact that the detection of crimes remains linked to the increase in the reporting rate by people whose positions allow them to monitor and identify these acts, which are characterized by great complexity and by the collusion and convergence of interests of the people involved.
