Morocco and Spain Prepare for Massive Influx of Expatriates in 2025 Operation

Morocco and Spain are actively preparing for the 2025 edition of Operation Marhaba marking the return of Moroccans residing abroad (MREs).

Morocco and Spain are mobilizing for the success of Operation Marhaba 2025. To this end, a joint coordination mechanism between Moroccan and Spanish authorities has been put in place. The 36th meeting of the Moroccan-Spanish high commission in charge of the operation took place earlier this week in Cadiz instead of Tangier - the previously chosen location coinciding with the inauguration of certain infrastructures under construction, intended to facilitate crossing and improve passenger reception, reports Al Ahdath Al Maghribia.

On this occasion, both parties reflected on strengthening the coordination of measures to be implemented between June 15 and September 15, the period corresponding to the launch and end of the 2025 joint action plan. This year, no less than 3.5 million people, mainly Moroccans residing in Europe, are expected, an increase estimated at about 4%, they estimate. The number of vehicles could also increase by 5% to reach nearly 890,000.

Based on these forecasts, Morocco and Spain have recommended mobilizing the largest possible number of officials, volunteers, and professionals in various fields to ensure the operation’s success. More than 12,000 maritime crossings have been scheduled, an increase of 84% compared to 2004. The 2025 edition will mobilize nearly 60,000 people across all sectors. Spanish authorities plan to recruit at least 29,000 people for this operation.

On the Spanish side, the ports involved are: Melilla, Ceuta, Valencia, Algeciras, Almería, Motril, Malaga, Tarifa, and Alicante. The ports of Tangier City and Tangier Med, as well as the ports of Al Hoceima and Nador are contributing on the Moroccan side.
