Morocco Allocates $1 Billion to Upgrade World Cup 2030 Host Cities

The 2025 Finance Bill (PLF) provides for an envelope of 10 billion dirhams to develop infrastructure in the cities that will host the 2030 World Cup matches, according to the framing note presented by Aziz Akhannouch, the Moroccan Prime Minister.
A special program to modernize the cities of Casablanca, Rabat, Agadir, Marrakech, Fez and Tangier, with a view to the 2030 World Cup. This is what the 2025 finance bill provides, which places particular emphasis on the development of essential infrastructure and equipment in these six cities that will host this global sporting event in order to strengthen their attractiveness and create a favorable environment for investment.
In this perspective, the government intends to grant the regions concerned annual credits of an amount of 10 billion dirhams for the next six years and to support them in the development of their development programs for the period 2022-2027. The Executive has also planned to increase the share of local authorities in the value added tax in order to help them achieve their objectives, meet their commitments to partners and cover their fixed costs.
The Prime Minister also announced the continuation of the implementation of the measures provided for in the 2023-2026 strategic roadmap to improve the business climate, an essential condition to boost the development of these cities. These measures concern, among other things, the promotion of participatory financing, the creation of companies online, the simplification and digitization of administrative procedures related to investment and a transparent tax system to reassure investors.
