Morocco Aims to Attract FIFA Regional Headquarters with Tax Incentives

Morocco wants to create the conditions to host the regional headquarters of the Fédération Internationale de Football Association (FIFA). The 2025 Finance Bill provides for tax incentives aimed at facilitating the development of the world football body’s activities in the kingdom.
Morocco is working to establish FIFA’s regional headquarters in Rabat. To this end, the 2025 Finance Bill has provided for a tax incentive scheme to facilitate the development of FIFA’s activities in Morocco, reports the magazine Challenge. This includes total exemption from corporate income tax, exemption from withholding tax on income from shares and equity interests distributed by FIFA’s representations, exemption from VAT on goods, equipment, merchandise and services, etc.
Also planned are exemption from income tax for the salaries of non-Moroccan personnel, exemption from registration and stamp duties for all administrative acts carried out by FIFA, including residence permits issued to foreign representatives and employees, the same source adds, noting that "these tax exemptions, although generous, are part of a broader strategy of the Moroc
