Morocco Advances Electronic Bracelet Program, Favors Domestic Management

Morocco wants to implement the electronic bracelet as an alternative to pre-trial detention. The process for choosing the company managing the platform has been launched and the Minister of Justice, Abdellatif Ouahbi, opts for a national preference.
During the discussion of the sectoral budget of the Ministry of Justice within the justice and legislation commission of the House of Councillors, the minister returned to the reform of the Penal Code that he continues to prepare, reports Al Ahdath Al Maghribia.
In this sense, he provided details on the progress of the electronic bracelet project, introduced in the new text, specifying that the stage of selecting the company to manage this platform is nearing completion.
In total, six international companies, including one Moroccan, have submitted bids, Ouahbi said, stating that it is preferable to entrust this project to a national company. It is out of the question, according to him, that this task be entrusted to a foreign company. "Personally, I have a different opinion. No state has the right to follow the movements of a Moroccan citizen. It is a Moroccan who should carry out this task," he declared, adding: "Imagine a citizen residing in Morocco, a sovereign country, while the one who monitors him is in Switzerland or another country."
The minister indicated that the company to which the management of these devices for monitoring persons prosecuted on probation will be entrusted, will be chosen according to a participatory approach including all components of the State. This is for reasons of sovereignty. Regarding the cost of such a project, it could reach up to 300 million dirhams according to his estimates, the newspaper points out.
